C.1 Prepare a detailed ‘Continuity of Services’ plan

There’s been an outbreak of Rift Valley Fever on the border of your country and Neighborville. Rift Valley Fever is a zoonotic disease that primarily infects animals. But it can also impact humans.

 Neighborville is the country adjacent to yours, a place with beautiful scenery and kind people – just like your country. Your country has a history of excellent relations with Neighborville.

 In both countries, national Emergency Operations Centres have been activated, and the Ministries of Health have directed the activation of sub-national EOCs.

 The situation is intense. Demand for RVF vaccines has been high, and supplies have been depleted. Calves and goats are dying in great numbers, and two farmers have reported to the medical center with flu-like illness.  

 At the same time, weather reports are warning of impending heavy rains in an area that has a history of devastating floods.

 Roads connecting that region of the country to others were also washed away in last year’s flood, and transportation has never quite recovered. Since then, veterinary teams have had a tough time getting there to deliver vaccines and supplies.

 The affected area is home to many farms – producing maize and raising cattle – two key economic drivers in your country.
